
Data Collection Survey on Matching the Needs of Partner Countries with Japanese Technologies in the Sector of the Health care and Welfare
The COVID-19 pandemic that occurred in 2020 brought various issues to light worldwide. Particularly in the health and welfare sectors, the impact was so significant that even developed countries experienced healthcare system collapses. Developing and emerging countries, which already had insufficient healthcare and welfare systems, were even more affected.
In response, JICA (Japan International Cooperation Agency) decided to conduct a survey to collect and organize information on issues emerging in developing and emerging countries in the health and welfare sectors. The goal was to match these issues with the technologies and solutions of Japanese companies to solve them. Our company was contracted to serve as the consultant responsible for the survey and coordination.
This survey selected 11 countries from various regions worldwide (Asia: Indonesia, Philippines, Thailand, Vietnam, Sri Lanka; Latin America: Guatemala, Mexico, Brazil, Chile; Middle East and Africa: Tunisia, Rwanda) and identified and categorized issues in the health and welfare sectors of each country. The survey aimed to address these issues under four themes: “Strengthening Infectious Disease Countermeasures,” “Telemedicine,” “Aging Countermeasures and Care,” and “Human Resource Development and Circulation.”
After presenting the identified issues at a public seminar, we invited private companies with solutions, products, and technologies to apply. As a member of the selection committee, we evaluated the applicants and selected 10 companies to support.
We worked with these 10 companies to organize the appeal and advantages of their solutions and products. We then presented them to stakeholders facing the issues in the target countries and supported the formulation of business models and risk analyses for their introduction, helping to develop future business plans.

Optimal Team Formation and Collaboration
In addition to ITEC’s expertise in health care, we formed a collaborative system with companies specializing in welfare, companies with global partners, and companies specializing in business support. This allowed us to successfully complete the project.
We have built trust with companies of different specialties and can undertake larger projects through mutual cooperation.
Flexible Operations and Close Communication
In overseas projects, there are various risks, and changes or cancellations of plans are common. Based on our experience, we always have contingency plans and share these possibilities with stakeholders, allowing us to be prepared.
Close communication with stakeholders is essential. We ensure that reports, communications, and consultations from the responsible consultant to stakeholders are timely and sufficient.
In this survey, despite various schedule changes, we consistently achieved the project milestones within the deadlines.
Ability to Coordinate Diverse Stakeholders
The tasks ITEC undertakes always involve many stakeholders. Sharing information with multiple stakeholders, managing the progress of requests to each stakeholder, and determining what needs to be done next are crucial.
ITEC has experience in completing projects of various scales and has accumulated the know-how necessary for task organization, progress management, information sharing, and risk management.
