In recent years, lifestyle changes in Vietnam have shifted disease trends from infectious diseases to cardiovascular diseases.
In populous urban areas like Hanoi and Ho Chi Minh City, advanced medical equipment has been prioritized, while rural hospitals have lagged in equipment development, making it difficult to provide care for changing diseases.
As a result, many patients from rural areas flocked to medical facilities in Hanoi and Ho Chi Minh City, causing overcrowding and a decline in medical services.
To eliminate regional disparities by improving rural medical services, a project to equip rural medical facilities with advanced medical equipment such as imaging devices and endoscopes was formulated as an ODA loan project by the Japan International Cooperation Agency (JICA).
Based on a contract with the Vietnamese Ministry of Health, ITEC provided consulting services to support the procurement of medical equipment for 10 target medical facilities nationwide in Vietnam.
The 10 target medical facilities are scattered across northern, central, and southern Vietnam, with different climates and business practices.
The work required various adjustments tailored to the individual circumstances of each facility, showcasing the consultant’s expertise.
We visited each facility multiple times, directly observing and listening on-site to build trust with stakeholders and advance the project with a shared understanding.
It was a site where we reaffirmed the importance of building trust with clients for project success.
Key Success Points
Creating Plans Aligned with the Latest Needs
In this project, several years had passed from planning to implementation, necessitating a review of the plan.
We have extensive experience in consulting for various medical fields in Vietnam.
We possess a wealth of information on Vietnam’s medical policies, medical conditions, and medical services, enabling us to efficiently provide consulting services for equipment review.
Additionally, by fully understanding Vietnam’s unique business practices and promoting the project, we achieved equipment procurement that satisfied not only the target medical facilities but also the Ministry of Health officials.
Experience in Medical Projects with ODA Loans
However, while the 10 facilities understood domestic procurement methods, they had no experience with international competitive bidding in ODA loan projects by international organizations.
They needed to learn many aspects of bidding in English (preparing bid documents, conducting bid meetings, compiling evaluation reports, etc.).
We have experience with ODA loan medical projects in the Middle East and Asia and fully understand the ODA loan guidelines.
This time, we conducted four procurement seminars with local partner companies, gathering all stakeholders to ensure the 10 facilities could bid using the same procedures.
We prepared explanatory materials in Vietnamese to ensure a thorough understanding of the differences from domestic procurement, the responsibilities and roles of each facility, and enabled all target facilities to bid with confidence.
Coordination Ability with Project Stakeholders
In medical facility projects, it is necessary to consult not only with the hospital director but also with each department, involving many stakeholders such as doctors, technicians, nurses, and maintenance departments. This project involves 10 target facilities, each with different levels of understanding of the project.
With experience in projects involving multiple facilities, we addressed questions and concerns from each facility as overall project issues, shared information with the central Ministry of Health, and managed the entire project.
