Medical Equipment Development and Design Support in the Construction of the Medical Function Enhancement Building

A certain national university medical school-affiliated hospital decided to newly expand the “Medical Function Enhancement Building” to respond to regional medical needs by expanding and strengthening functions such as operating rooms, radiation therapy departments, cancer chemotherapy (chemotherapy center), endoscopic treatment and examination (optical medical treatment department), NICU/GCU (neonatal intensive care unit/neonatal recovery treatment room), and admission and discharge support centers.
ITEC was responsible for supporting the development and design of medical equipment in this function enhancement project.
Regarding support for the development of medical equipment, the main tasks include survey support such as current equipment surveys and hearing surveys of requests from stakeholders, proposal support for model selection according to hospital functions and roles, preparation of specifications for procurement, obtaining estimates, and price surveys.
With regard to design support, this service provide the necessary equipment conditions for installing medical equipment in the new building. This mainly involves specifying details such as electrical capacity, the presence of water supply and drainage, the need for ventilation, and installation conditions for floors, walls, and ceilings.
The design drawings include proposals for equipment installation layouts and plotting (incorporating equipment diagrams into the drawings). Additionally, detailed points necessary for installing medical equipment, such as confirming the delivery routes for medical equipment and the positions of LAN outlets, were checked and proposed.
After the building construction, the construction site was checked to ensure that the equipment necessary for installing medical equipment was constructed as planned. Additionally, support was provided for the coordination and arrangements to ensure that the procured equipment was installed without issues for the opening.
Through this support, the planned medical equipment was installed as scheduled, and the hospital successfully opened.

Key Success Points

POINT1
Identifying Requests and Budgets, Desired Functions, and Necessary Functions
Medical equipment is very expensive and comes in many types, so selecting models is a very important task related to the budget and hospital functions. No medical institution can allocate an unlimited budget for equipment development costs, so selecting models that meet the necessary functions required by the hospital within a limited budget is crucial.
ITEC Strengths

In addition to the accumulated information on equipment from many achievements, ITEC constantly updates the latest information (trends) to propose appropriate models for the medical institution. Not only do they listen to on-site requests, but they also identify the necessary functions for the hospital and propose the optimal model selection.

POINT2
Consideration of Procurement Methods and Price Negotiation in Procurement Support
Medical equipment is expensive, and some equipment costs over 100 million yen each. To fit within a limited budget, in addition to model selection as mentioned above, cost reduction through procurement methods and price negotiation with medical equipment manufacturers before procurement is essential.
ITEC Strengths

In national and public hospitals, ensuring fairness and transparency is essential, so procurement is mainly through bidding. ITEC can propose procurement methods that ensure fairness and transparency while further enhancing competitiveness. Additionally, since ITEC supports the procurement of many medical devices in various hospitals nationwide, they understand market prices in each region and can support negotiations with medical device manufacturers to procure at appropriate prices.

POINT3
Design Support to Bridge the Gap Between Design Process and Procurement Timing
The building design process is often completed two years before the opening, and at that point, the medical equipment to be installed is generally not yet determined. Therefore, it is necessary to set design conditions based on assumptions at the design stage. However, if the assumptions are inadequate, rework may occur during the construction period, resulting in costly rework, or the equipment procured may not be installed. Design support is a very important task that may also affect the opening date of the hospital.
ITEC Strengths

ITEC accurately identifies the equipment related to facilities at the design stage and proposes equipment conditions that match the hospital functions. They also coordinate the timing of procurement and model selection with the design contractors (construction contractors) to present equipment conditions at a time that does not delay design or construction. By correctly understanding the design and construction process and the characteristics of the hospital, ITEC provides design and construction support to minimize the gap in equipment procurement and achieve the opening within the deadline.
