~Creating a Distinctive Plan to Become a Preferred Hospital in the Region~
In City F, multiple core hospitals support regional healthcare within the same medical zone. F Municipal Hospital was designated as an emergency medical center in the previous mid-term plan, becoming the first tertiary emergency medical institution in the medical zone.
With further population decline and a super-aging society expected, it is necessary to strengthen the management foundation while assessing regional healthcare needs and creating a plan that ensures residents can live with peace of mind.
(1) External Environment Analysis, Internal Environment Analysis
In the external environment analysis, data published by public institutions such as government statistics were used to identify environmental changes and trends in regional medical institutions that could be opportunities or threats for the hospital. In the internal environment analysis, DPC data and financial statements were used to identify the hospital’s strengths and weaknesses.
As an example of the analysis, the external environment analysis predicted an increase in emergency patients in the medical zone, while the internal environment analysis concluded that further strengthening of the emergency medical center was necessary due to the increasing acceptance of tertiary emergency patients each year. Several other features were identified and included as key items in the mid-term plan.
(2) On-Site Hearings
To realize the key items identified above, it is necessary to break down what needs to be done and align it with what each department on-site wants to tackle. By gathering opinions from the bottom up, realistic numerical targets are set.
As a communication platform between the secretariat and each department, ITEC planned and organized on-site hearings led by the secretariat. During the hearings, ITEC participated and provided examples from other hospitals as needed to finalize the details.
(3) Support for Creating the Mid-Term Plan Document
Based on the content of (1) and (2), we compiled a mid-term plan document. The secretariat requested that the document include many photos and images and that key items be placed at the beginning so that even if citizens stop reading midway, the hospital’s direction is conveyed.
ITEC proposed designs based on the color of the city’s flower and chapter structures. After multiple meetings and exchanging opinions, the final version was completed.

Rapid External Environment Analysis
ITEC has tools to assist with external environment analysis, allowing target data to be extracted by simply selecting the medical zone. This enables rapid completion of the external environment analysis, providing ample time for subsequent discussions and improving the accuracy of the materials.
Detailed Meetings
ITEC creates the outline in parallel with the analysis. By using the outline for meetings at an early stage, the overall plan can be visualized. We support plan creation through both in-person and web meetings as needed, ensuring mutual understanding.
